Hotarumachi is a complex created as part of an urban regeneration project on the former site of Osaka University Hospital (approximately 2.1 hectares). It is a precious large plot remaining in the city center, a valuable location that makes use of the waterfront environment, and the surrounding area has great potential in terms of Osaka's history, internationality, and culture. Therefore, the development took advantage of these qualities to create an environment that would become a symbol of the regeneration of the "Water City, Osaka," and promoted high-quality urban development and urban revitalization.
The Urban Renaissance Agency acted as the overall coordinator, and a complex development with three functions - culture and information, urban living, and a lively waterfront - was carried out by private businesses selected from public applications, and it includes the new Asahi Broadcasting Corporation headquarters, a multipurpose hall, a satellite campus, condominiums, rental housing, and commercial facilities. In parallel with this urban development, with the aim of improving flood control functions and creating a highly water-friendly space, Osaka Prefecture constructed a super levee and a boat dock, while Osaka City constructed a promenade along the Dojima River, and the town was opened in 3 as an urban space open to the waterfront.
